عوامل بروز ادعا در یکی از پروژه‌های‌ طرح و ساخت زیرزمینی ایران (پروژه تونل و زیرگذر شهر تهران)

چکیده

در اکثر پروژه‌ها با روش‌های مختلف اجرایی، امکان بروز ادعا از سوی عوامل مختلف وجود دارد. از طرفی  بهره‌برداری سریع‌تر از پروژه‌‌ها، موجب نیاز به استفاده از روش طرح و ‌ساخت شده است؛ اما اجرای پروژه‌ها به‌ این روش در ایران، در مقایسه با دیگر روش‌های موجود، نو‌ظهور بوده و ارکان پروژه‌ها نیز آشنایی کمی با آن دارند؛ به همین دلیل بروز اختلاف به‌ خصوص در پروژه‌های زیرزمینی که ماهیت پیچیده‌ای دارند، امری اجتناب‌ناپذیر است. در تحقیق حاضر، با بررسی اسناد پروژه تونل و زیرگذر شهر تهران و انجام 10 مصاحبه نیمه‌ ساختار یافته با نمایندگانی از ارکان اصلی اجرای پروژه، برخی عوامل ایجاد ادعا شناسایی شده‌اند. پس از تجزیه ‌و تحلیل داده‌ها که با استفاده از تحلیل محتوای کیفی انجام و از طریق  نمودار گانت نشان داده شد، مشخص شد که بعضا ادعاها در طول اجرای پروژه‌ به ‌صورت زنجیروار، منجر به رخداد همدیگر می‌شوند. همچنین نمایش زمان بروز ادعاها به تفکیک پنج گروه فرآیندی مدیریت پروژه نشان ‌داد، بیشتر ادعاها در گروه فرآیندی ساخت اتفاق می‌افتد که ریشه در گروه‌های فرآیندی آغازین و برنامه‌ریزی دارد.

In most projects with different Delivery systems, it is possible for claims to be made. On the other hand, faster operation of projects has led to the need to use Design-Build Delivery system. However, the implementation of projects in this way in Iran, compared to other existing methods, is new and the parties of the projects are little familiar with it; For this reason, disputes are inevitable, especially in underground projects that are complex in nature. In the present study, by examining the documents of the Tehran Tunnel and Underpass project and conducting 10 semi-structured interviews with representatives of the main pillars of the project, some claimants have been identified. After analyzing the data, which was performed using qualitative content analysis and shown through Gantt chart, it was found that sometimes the claims lead to each other during the project in a chain. Also, showing the time of occurrence of claims by five project management process groups shows that most claims occur in the executing process group, which is rooted in the initial and planning process groups.
